Is there a developer plan for power bi? how much does it cost?

You can download Power BI Desktop to get a general sense of how you could import and manipulate data and create reports:

Then you could publish and share the report with coworkers through Power BI Service:

https://docs.microsoft.com/en-us/power-bi/fundamentals/service-get-started 

Also, for playing around with the developer options (custom viz and REST API) you can find more info here:

Power BI Desktop is completely free and even Power BI Service is free with deployment to MyWorkspace. So virtually there is no cost until you go for sharing reports with others which will need a pro license for the developer ( to create workspace and share) and the user as well (to access workspace)
