Currently, the Pin functionality in Power BI is only available to internal users. For external users, the Pin functionality is disabled. Is it possible to enable the Pin functionality for external users?

According to your description, this is not directly related to whether it is an external user or not. Being able to use the pin function depends largely on whether the user has editing privileges. I've done tests and even if a member is internal to the organization, if they only have read permissions, they still can't use the pin function.
If you want to make external users use the pin function on the report。Power BI enables sharing content with external guest users through Azure Active Directory Business-to-Business (Azure AD B2B). By using Azure AD B2B, your organization enables and governs sharing with external users in a central place.
After successful invitation, you can enable the following functions in the admin portal to enable external users to use the pin function.

It is probably because the content was shared with external users and it is not somehting they created. See this idea.
