Percentage Problem

Hi,

 

I've watched so many videos and read and tried so many different ways but none seem to have worked. I'm trying to sort out the percentages in my report and I'm using the calculation: 

% difference = DIVIDE(TAR[Oracle_ Recovered_ Cost],TAR[Oracle_Actual_Resource_Cost]) but get the below outcome. I've also tried adding ALL and ALLSELECTED. Any suggestions on how to fix this is welcome.

I've worked this out that I should have created a measure rather than a column so this is resolved

I've made the following changes which have made the percentages more normal but you can see when comparing the columns that they are still not right as many of these numbers are not 100% of the other number
