Navigation from Matrix view

Hi, I am having Location wise Emp Count for each quarter in my view. Location is in rows and Quarter in columns. I want to make Emp Count values as hyperlink and when i click on any values, it should redirect me to a detail page for respective location and quarter where I have all details of those employees. I can show the detail page in Report page tooltip , but getting scroll in the tooltip even after setting the width and height . Also not able to take my mouse into the tooltip to scroll the detail view. So i am going by above mentioned option. Kindly help me on this.
