I am hoping that somebody knows how to do this and that I am just missing something somewhere.
In Power BI Service App from a Workspace, the header bar has items in it that we want to modify. Is there any way to do this?

This is something not possible as it is a static bar within Power BI Service environment.

Embed Power BI in a Custom App: Use Power BI Embedded with custom headers via Power BI JavaScript API.
Adjust Permissions: Manage workspace permissions to limit features like sharing or commenting.
