I have a report in which i have a on premise data source which is available on some client location,currently I created a gateway on my local machine,now how to manage this gateway if in future i leave the organization.Could i Create gateway on azure?

Before you leave the organization, you can grant your workmates to be the administrators of this data gateway in Manage Gateways on Power BI service, also share the recovery key with them. Then your workmates can install on-premises data gateway on the machine which can access data sources created in this gateway, and use recovery key to recover your gateway.
For the second issue, you could not install the on-premises gateway for Power BI in the Azure portal, but you could install the on-premises gateway for Power BI on the Azure VM.
