Based on your setup (F64 capacity, correct security group, and the feature enabled in your region), this does not look like a permissions or licensing issue. The error “Error while initialization database connection” typically occurs when Fabric cannot complete the backend database connection required while creating the Plan (Preview) item. As per Microsoft guidance, Plan creation depends on initializing a database connection, and if that step fails, this error can occur:

In preview features, this is usually related to backend provisioning delays or partial rollout, even if the option is visible in the UI. You can try validating the workspace is on F64 capacity, creating the Plan in a new workspace, or retrying after some time. Additionally, ensure there are no network restrictions, private endpoints, or tenant-level policies blocking required Fabric services, as these can also impact connection initialization.

Hello. It does not work for me either

Capacity F2, tenant settings enabled, new workspace.

Since the tenant settings are already enabled and the error is now specifically “Error while connecting Fabric SQL”, this appears to be related to Fabric SQL backend provisioning/connection initialization rather than permissions or licensing. Please verify that the workspace is correctly assigned to the Fabric capacity and test whether you can create a Fabric SQL Database or SQL Endpoint in the same workspace. If SQL items also fail, then the issue is likely with the backend Fabric SQL service that Plan (Preview) depends on internally.
You can also try creating the Plan item in another new workspace and retry after some time, as preview features may require additional backend provisioning time. If the issue persists, please open a Microsoft Support ticket and share the Activity ID from the error message so the backend logs can be investigated further by the product team.

Its strange because there is a new SQL database created - "__fabric_plan_sys". I can open it and run a query. However still the Plan item throws an error - "Error while connecting Fabric SQL Something went wrong, please contact support...". This is in a new workspace with correctly assigned capacity.

Thank you for confirming that the fabric_plan_sys SQL database is being created successfully and is queryable. That helps narrow this down further. Since the database provisioning itself is completing correctly, the issue is likely occurring during the final Plan service initialization step rather than the Fabric SQL connection itself. In this scenario, the problem appears to be a backend issue with the current Plan (Preview) experience rather than a workspace, capacity, or SQL provisioning problem.
At this point, the recommended action would be to delete the partially created Plan item/database, wait a few minutes, and retry from an InPrivate/Incognito browser session to rule out cached session issues. If the same behaviour continues, this will most likely require Microsoft backend investigation because the SQL backend is already provisioning correctly but the Plan UI/service initialization is failing afterward. Please open a Microsoft Support ticket and provide the Activity ID, Workspace ID, Capacity ID, and timestamp of failure so the product team can trace the backend logs for the failed Plan initialization request.
