If I have a dataset backing two reports, and I "test as role" in the dataset, it consistently brings up one of the two reports.
How does it choose which report to bring up, and how can I change that?

As far as I know there is no way around this.
What I would do is to test the RLS on the dataset, and if that is working then the RLS will work on those connected reports too.
