Giving access to user who can publish but should not have scheduling rights

I have a scenario where I need to provide a access to user who can give access to other users in his workspace and can publish his reports to service but should NOT have permissions to schedule the report and other admin access like deleting workspace, reports etc

Also, please note that , for the on-premises dataset, if the user can't take over your gateway or doesn't have the data source credentials, then it's not able to reschedule the refresh.

I believe what you want is the Contributor role at the Workspace level.
