GCC and License Needs for Power BI and Paginated Reports

Hello, I can never get licensing information to stick in my brain, and the websites don't seem to be nuanced enough to answer the questions i have. So here goes:

I have a GCC client that we're going to be migrating a bunch of reports to Power BI for. There are a lot of reports, but not many report users as of now, maybe 10-30. I'm a consultant and will be building these reports for them. Some reports will be purely accessed online and some will need to be exported, so we'll be creating both regular reports and paginated reports.

My question is what license structure should we advise our client to get if we need maybe two pbi developers to build reports and just a handful of users to access/use the reports. What if it changes and maybe the entire org (let's say 100 or so) need to interact with the report?

I always lean toward the everyone gets a pro license, but that's just because that's what i'm used to. What do you all advise? Remember this is a GCC customer that already has 365, but has never used Power BI.

Hi @jb217 ,

Based on the description, for the 10-30 users, the user should get the Power BI Pro license. If the organization have 100 users, the user should get the Power BI Premium.

Thanks! A follow up question: if we need reports to refresh more than 8 times a day but every one in the org (more than 30) will have pro licenses. What do you suggest is the structure we need for "premium" workspaces and users. I can never understand that.

Thanks @Anonymous quick question though. I keep misunderstanding this too: If we are putting reports in an app and need to refresh the reports more than 8 times a day, which structure of workspace, and licenses do we need if all employees have a pro license? Should there be one person with a "premium" license? Or a workspace in such a space? I keep forgettin again.
