I have several Roles for RLS and high number of users assigned to them. I want to migrate all the users to another Workspace so I need to recreate the RLS.
Is there a way to extract the current user list on those Roles in my old Workspace?

I don't think there is currently any way to directly extract the users and their role's list. Manually you can do it but the the time required depends on how many users are present.
Correctly mentioned by @Greg_Deckler , O365 groups are the best way to provides access to group of users so that it can be handy in situations like you are stuck with.

@aliozturkmen - I'm not aware of how to do this via anything like the Power BI REST API for example. You probably do not want to hear this but this is a good reason to use Office 365 groups when assigning people to roles.
