Export Data button no displaying

Hello,

I have three reports shared with three different users. The oldest report (A) that was shared with the oldest user (1) around April allows the user to Export Data when hovering over a visual.

This report (A) however does not allow users 2 or 3 to export.

Reports (B) and (C) do not allow users 1, 2 or 3 to export data.

I have checked the "Export data" option on the desktop app and this is selected to "Allow end users to export both summarised and underlying data from the service or report server".

I have also checked the Tenant Settings that has Export Data enabled for the entire organisation.

Is anyone able to help as I urgently require all three users the ability to export all three reports.
