If I recieve a dataset via a content pack and I want to add my own spreadsheet to that dataset, is there a way within the Power BI service (not using desktop) to model and relate tables within a dataset like you would via desktop but within the service?

No. You would need to download the content pack to a PBIX file, add in the Excel data and republish.
