I have refresh subscriptions set up for an App space and its corresponding dataset in Power BI Service.
This dataset refreshes on Monday mornings at 7 am, and the emails are scheduled for 10 am on Monday mornings.
These have worked fine for several months, but yesterday, multiple emails were sent out at different times, and this caused concern among our customers that the data was being refreshed multiple times, and deviating from the expected schedule.
Generally the email will go out around 10:03 am (a slight processing delay is expected based on my research).
Yesterday, we had one email send at 9:44 am, and a second was sent at 10:51 am. These emails are exactly the same, with the exception of the timestamp. The same user (me) subscribed the recipients to the same report page. I also verified in my workspace that exactly one subscription exists for this App and affiliated dataset. There were no dataset refresh issues that morning, and the dataset refreshed well before the 10 am expected email time.
Any ideas on what would cause this issue? Could it have anything to do with the time change? That is our only theory thus far.

We were unable to replicate this issue, and all subscriptions are being generated as expected today.
Similar advice was given when I entered a service ticket.
I'll chalk this up as a one-time issue.
