Displaying percentages when using a filter

I'm pretty new to Power BI and very much self taught or learning from colleagues so what I'm about to ask may be extremely simple! 

 

I'm building a report on resource requests our department recieve, and on one of the cards I want to display the % of requests that get cancelled. 

 

I've done a similar thing to share how many requests we have in progress and how many are scheduled but when i convert to a percentage, the card just shows me 100%. 

Am I doing something wrong, or am I asking for something wrong?
