We've built an app in a Workspace with Premium per User license. Decided to share the app with other users that have Power BI Pro license. When these users tried to access the app they get a message to upgrade their licenses.
I read the documentation and it clearly says that apps can be shared with users that have Pro license. What am I missing?

If they have a PRO license you can share the APP with them. Since the system is askign them to upgrade, can you confirm that they have PRO license? AND, confirm that the userid that they are signing in with is the same userid that has the PRO license?

Please make sure that the content in the app is not using the premium feature, which will cause pro users to not be able to open it properly.
