When sharing a Power BI report in the service that is setup using a Direct Query connetion that is hitting an 2017 SQL Server database, users aren't able to render the visuals when the report is shared with them (individually), or when the report is accssed via an App. "This visual contais restricted data" is the error message that users recieive when clicking on the report. The workspace that the report is being shared from is a Premium Capacity workspace.
When a user was added to the workspace as a member, they are able to render the report without an error. However, users should not have to be added to the workspace to render the report without error.
Does anyone know why this behavior is occuring?

Please check if you applied RLS to dataset. If yes, please make sure the recipients you shared app with have been added to the corresponding Role.
