Is there a way to activate the dataflow refresh as soon as the connected SQL database refreshes?

You'll have to orchestrate your dataflow refresh from Power Automate, Logic Apps, Azure Data Factory, or Azure Functions. Here's brand new functionality in Azure SQL you might want to investigate:
