It appears that a dataflow built in the Service is not recognizing file formats when connecting to an Exchange mailbox when trying to extract the CSV data from an attachment. Clicking the binary link does present the data but using the combine file option throws the error. Same power query on the Desktop worked fine.

I cannot tell why this would happen in dataflow, but a workaround is that you can first connect to the Exchange mailbox and combine the attachement files in Power BI Desktop, then copy the query and paste it into Dataflow. This should work.
