How to ensure that data refresh occurs only id RLS is applied, otherwise data should not be allowed to refresh

Hi. The RLS is a feature that filters data by a condition. You can't prevent a data refresh is the RLS condition is not correct. You can build the rules for RLS, once it's properly configured it will be applied ALWAYS. You shouldn't worry for that. You can refresh and trust the semantic model will apply that filter.
