Hi,
I am unable to create a Data Driven subscription from the PowerBI Service for a PowerBI Report.
I am a Pro user. Our company isn't on Premium capacity.
I would like to select a filter and use this in a Subsciption.
Is this possible?

Yes, this function is not available in the powerbi service. What data do you want to filter? If you can share your needs in detail, maybe I can think of a workaround for you, like RLS, url parameter, etc.

Is data-driven subscription still not available on Power BI Service as of today, 29th March 2023?
It's available in our instance.
That screenshot looks like it comes from Power BI Report Server (PBIRS), not the Power BI Service. OP's question was about the Power BI Service.
Data driven subscriptions are not a feature of the Power BI Service. They can only be created in Power BI Report Server (PBIRS), and only on paginated reports.
