Is the percentage computation depending on a timestamp?
No, we've investigated the DAX behind the measure (unfortunately unable to share the data/logic as client data) and there's no time dependency.
I've come across differences with Desktop/Service times before (timezones etc.) but even if there was a time dependency surely this shouldn't vary between premium to non-premium workspaces?
Update - we have run internal tests and it seems this difference appears on any reports published after 25th September 2020. Currently investigating the September release of PBI to identify any features that could be contributing to issue.
