Creating and distributing with multiple users

Is there a way to collaborate with multiple users on creating and distributing reports using org contents packs and group workspaces? It seems that only the user who creates the report is able to make a content pack for that report.

Scenario: 

• User A creates report X in group workspace
• User B enhances report X in group workspace
• User B creates org content pack with report X in it

Randy, you would just have to create a group and make sure that User A and B are both admins of the group. I just tested your scenario and I was able to create a content pack based on a report another user uploaded.
