Create a Manual Refresh Visual Button

Is that possible to create a refresh visual button in the dashboard which will help to refresh both dataset and report page? (without needing to refresh the whole web browser)

You can use Microsoft flow to invoke Power BI dataset refresh API, then use PowerApps to trigger the flow. In Power BI report, add a PowerApps custom visual. The only problem is, that little refresh button is NOT available when the report is embedded in a webpage.

How exactly can we create a Manual "Click to refresh VISUALS" button and place it on a report?

You can add a Power Automate visual that will refresh a dataset. It won't automatically update the report page when done though, as that is a client side issue, not server side.

What if I would like to create a refresh button in the dashboard to refresh the report visual (no need to refresh the whole browser). Is there any solution on this?

No. Power BI service doesn't routinly ping the server for updated datasets and refresh. There is a Page Refresh option but it is only for DirectQuery datasources, not for Import models, and there is no way I'd convert to DQ just go prevent my users from having to click this little button in Power BI.
