Connecting to MS Project data, is there anyway to preserve the user permissions so users only see projects they are assigned access to?
Could I somehow make each user login when they load the PBI dashboard so it runs under their account to pull in the data?

For import mode, the dataset will always use the credentials you configured for it to connect to the data source. You could not have other users log in to their MS Project credentials while the report/dashboard is open.
Row-level security (RLS) with Power BI can be used to restrict data access for given users. Please see if it is helpful.
