Cannot Subscribe Others To Report In Service

Im the admin for a workspace and app in a premium configured workspace.  When I'm in our app and try to subscribe others to a certain report it says "You Cannot Subscribe Others Because You Are Not the Owner".  I've created the report and I've updated the app several times but no success.  I've also taken the report out of the app and added back in.  

When I'm not in the app I am able to subcribe other users to the report.

At same time, another report in the app that's using the same dataset is letting me subscribe other users.  Any suggestions on how to fix?

Based on what you stated, you should be able to create the subscription(s).  However, there are a number of limitations (types of visuals, renamed items, custom visuals, type of reports, etc) that might not be allowing you to do this.  Check out the "Considerations and Limitations" portion of this article:  Subscribe yourself to reports and dashboards - Power BI | Microsoft Docs

Unfortuantley none of those address the issue I'm experiencing.  I'm able to create the subscription in the report.  But when I try to do it on the same report in the app it, it says I need to be the owner.  

Keep in mind in the same app I have a subscription of a report I manage for other users so it's not an app permissions issue either.

I am wondering if it is a paginated report - which has some other requirements? ( Subscribe to paginated reports in the Power BI service - Power BI | Microsoft Docs )

Other than that, I can only think of the report having RLS and that blocking you from doing it.
