Suppose I create a data model in Power BI or Excel. Can I allow someone to access the data using API?
What I am interested in doing is - create data and then allow someone to access the data model without referring to the document.

As @nandukrishnavs said, it is not supported to read datasets by APIs.
For now, you could give build permission to the users to share your datasets. Please reference the documents to learn more details.

As of now, we cannot read the Power BI dataset via REST API. you can vote for the same idea https://ideas.powerbi.com/forums/265200-power-bi-ideas/suggestions/7775832-rest-api-access-to-read-d...
But you can share the data model with other users within Power BI, and they can create their own reports.
