As nandukrishnavs said, it is not supported to read datasets by APIs.
For now, you could give build permission to the users to share your datasets. Please reference the documents to learn more details.

As of now, we cannot read the Power BI dataset via REST API. you can vote for the same idea https://ideas.powerbi.com/forums/265200-power-bi-ideas/suggestions/7775832-rest-api-access-to-read-datasets
But you can share the data model with other users within Power BI, and they can create their own reports.
