Azure Maps visual reports that "tenant admin has not enabled this feature", but it is enabled

We enabled "Users can use the Azure Maps visual" for all users in the tenant's Power BI Admin site a few days ago.

The visual is still showing "Azure Maps visuals are not enabled for your organization. Contact your tenant admin to fix this."
There is also a See Details link which reports "Can't display this visual. Sorry, your tenant admin has not enabled the use of Azure Maps."

This is happening for at least two users who have tried.

 

I just tried it on a personal computer, off of the corporate network/VPN, but signed into the same Power BI account (in the same tenant), and it works there.

So, my first assumption is that there may be corporate network/firewall rules involved, but I beleive that we do have a system to incorporate published Microsoft 365 connectivity, as described in Microsoft 365 URLs and IP address ranges - Microsoft 365 Enterprise | Microsoft Learn.

So, just throwng this out here if anyone has any ideas.

Maybe there is something somewhere in the Power BI Desktop settings that needs to be changed for our corporate-installed Power BI Desktop clients.

Or if anyone is aware of connectivity requirements for these services that aren't covered in the general 365 services, which sounds possible.

Note: this is all occuring within the same US region, but, for completeness of information, both of these features are disabled in the tenant:
"Data sent to Azure Maps can be processed outside your tenant’s geographic region, compliance boundary, or national cloud instance"
"Data sent to Azure Maps can be processed by Microsoft Online Services Subprocessors"

Ah, thought I found it for a second there.

In Power BI Desktop settings, under Viusal Options, my non-working computer had "Use the modern viual header with updated styling options" selected, and it was not selected on the working computer.

I unselected "Use the modern viual header with updated styling options" on the non-working computer and clicked OK and the viusal loaded correctly. But then I went back and reslected it, and the visual continued working.

So, that's fun.

 

I'll check with the other user to see if it is working for them.
If not, I'll have them try changing "Use the modern viual header with updated styling options" but that would be totes weird if that worked.

Oh boy.

 

The Azure Maps visual works after changing the "Use the modern visual header with updated styling options" setting, but then I make a change to the visual, and it stops working.

 

Then I go and make a change to the "Use the modern visual header with updated styling options" setting settings and it starts working again.

 

Important to note that the specific setting itself doesn't seem to matter. It is the changing of the setting that allows it to work, but only until it has to refresh with changed inputs (changing the reference in the Size field for example).

 

1) It doesn't work

2) Change "Use the modern viual header with updated styling options" from off to on

3) It now works

4) change the value in the Size field of the Visual. 

5) It doesn't work anymore

6) Change "Use the modern viual header with updated styling options" from on to off

7) It works again, unitl I change something else.

I went to Microsoft for support, and they, of course, automatically suggest that we should be using the latest version. I don't always remember that, since our users don't get to install version themselves, and the automatic update process we have sometimes lags a little bit.

 

But, FYI:

The work computer that I have been testing on is Version: 2.141.1253.0 64-bit (March 2025)

The off-network computer that I was testing on is Version: 2.144.878.0 64-bit (June 2025)

The other user may even still be on 32-bit Power BI Desktop. Not sure yet.

 

First step should be to get to the latest version of 64-bit.

HI @JMLyle ,

In the Power BI Admin Tenant there is a setting to turn on the usage of maps.  If this is not turned on, then you will not be able to use them.

 

Also, in the report itself, there is an option to turn this on FOR THE REPORT.  Even if you turn it on for a report, it still won't show in the Service though if the tenant has it turned off.  In the report itself the options are in "security"

AND, it appears that you also are seeing the messages about data being sent out of your domain.  Those are in the Power BI tenant admin screen as well.  This is something that is by default off but for certain items, like mapping, you realy need to have this turned on bacause the mapping functionality is on Microsoft servers (for the Bing maps).

"Users can use the Azure Maps visual" is enabled for the entire organization
"Use ArcGIS Maps for Power BI" is enabled for the entire organization

"Map and filled map visuals" is enabled for the entire organization

The "ArcGIS for Power BI" PBI Desktop setting has no effect (on or off) on the computer where the Azure Maps visual is not working.
The "ArcGIS for Power BI" PBI Desktop setting is OFF for the computer where the Azure Maps visual IS working.

Also true for the "Map and Filled Map visuals" PBI Desktop setting. It is off on both computers, even the one where it is working. Changing it seem to have no effect on either one, regarding the Azure Maps visual.

We are receivinig no mesages about data being sent out of the region. I was pointing out that the Power BI Admin setting in the tenant  do not allow data to be sent out of the region, but the users and the tenant are all in the same US region. Either way, the Azure Maps visual works for my account on one computer, so it is apparently working as far as the tenant is concerned.

I apologize.  I think I missed the mark on my first answer.  I did not see the "IS" enabled bit and went with it.  If the tenant admin did enable it, please go back to the tenant and just confirm it (maybe they didn't hit "apply" after the change or some other weird thing happened and it is not actually on.

Assuming that it is on, then it probably is network/firewall related.  Azure maps uses API's and some organizations block those and/or the IP's that they come from/go to.  (I don't know the IP information).    That would be my next thought.  The easiest way for me to find that sort of issue is to run a network trace with a tool like Fiddler and see where it actually gets blocked.

That firewall/network protection may even be set at an AD Role/Group level if it works for you...or, perhaps it is a computer group if it is working on your computer but not other computers it might not be your userid alone.  Of course, the testing for that would be to try your userid on somebody else's computer where it is not working currently.

 

You may want to do the 'ole Microsoft tricks of clearing you browser cache and then testing with a brand new report as well....
