Azure Maps visual reports that "tenant admin has not enabled this feature", but it is enabled

I apologize. I think I missed the mark on my first answer. I did not see the "IS" enabled bit and went with it. If the tenant admin did enable it, please go back to the tenant and just confirm it (maybe they didn't hit "apply" after the change or some other weird thing happened and it is not actually on.
Assuming that it is on, then it probably is network/firewall related. Azure maps uses API's and some organizations block those and/or the IP's that they come from/go to. (I don't know the IP information). That would be my next thought. The easiest way for me to find that sort of issue is to run a network trace with a tool like Fiddler and see where it actually gets blocked.
That firewall/network protection may even be set at an AD Role/Group level if it works for you...or, perhaps it is a computer group if it is working on your computer but not other computers it might not be your userid alone. Of course, the testing for that would be to try your userid on somebody else's computer where it is not working currently.
You may want to do the 'ole Microsoft tricks of clearing you browser cache and then testing with a brand new report as well....
