We have created a Power BI report inside our own tenant for an external company. We look afterthe data for them but we need them to have access to these reports. After watching a few videos I believe we need to Assign a pro licence to this external user within our tenant

1. I dont know where you access Azure B2B?
2. Hes talking about Publishing an App in Power BI but all we have done is published Reports and a Dashboard to a Power BI Workspace. Should I be converting out reports and dashboard to a power BI app in order to do this?
3. The user email, Should this be their work email?
4. Can I not simply add an external user to the workspace where the Power BI Report and dashboard sit?

For the external members, I suggest you to add the user as guest to Azure Active Directory in advance and share the report / dashboard to them. For more details, please check the online document.

Wouldnt this be better shared to them as an App. Im still left wondering if you need to assign them a Pro License if you dont have Premium?
Is this specific to Power BI?
Just as an aside, what would you do if you used Power BI but didnt have an Azure Account?

Go from your Power BI to Admin under the menu at left . Then add guest user there :
After this please share report directly with your users. They will be able to access that. They can use their own pro license or you can also assign them from your tenant. You will have to then share your tenant URL with them explicitly :
