On "Manage access" Screen, I can see user list, sometimes it has Pending invites sometimes not, but I won't be able to copy/paste from it, so when some one asks, I only can provide screen shot.
Is there anyway I can export the user list of certain report? One of my reports has over 10K external users, I have no way to group them, they all show as individuals. If I can export the list, I will be able to build a report on it, at least category them by UPN's domains.

Based on my research, there's no method to export the exact list, I'd suggest you raise your request to support team for better advice.
Go to https://support.powerbi.com. Scroll down and click "CREATE SUPPORT TICKET".
As far as my knowledge, you can see the usage metrics under admin portal:

I don't have ADMIN access, only can see the report usage metric, as far as I know, it only keeps 90 days log, in my case, it won't render a full user list, only those who accessed in last 90 days.
