I noticed that a row of header icon will always pop up on any report pages, regardless if any visual is selected. Refresh / reset does nothing. It became an issue recently (past month or so), in the past it was never like this. This is quite annoying, especially if you have many visuals in a report page, it became distracting and congested.
Could MS address this issue?

Yes I am aware of the option.
We need the header-icon to stay on for practical use, but not pop-up automatically. Turning it off for all visuals really defeats the purpose, frankly not a solution. In the past it has always stayed slient until user selects a visual. It seems MS changed sth. recently which resulted in a bug.
I agree, something has changed and it became annoying.
