I have a client who has a large MySQL database in Amazon RDS. It is not a VM/on-prem setup so there is no where to install a gateway. I can connect to this database from PBI Desktop just fine and publish to PBI Service. Can I refresh this data set from there on a schedule basis?

Power bi use odbc connector to connect amazon RDS. On-premise gateway support odbc datasource, you can try to use it config scheduled refresh.
Notice: amazon RSD still in beta, I'm not so sure if gateway not works on it.
