Is there a setting in the admin portal to prevent users from deleting published reports or data sources?
I want to ensure that only the content owners are able to delete them.

You cannot prevent workspace admins from doing that. There are valid scenarios where they need to have that right, for example when the original owner of the semantic model leaves the company.
Use proper backup solutions like SharePoint Version history or git based solutions, in case you need to restore.
