I am trying to allow my users to subscribe to reports that I have put onto the on-prem report server and the option is greyed out. Can someone point me in the right direction? I have given the user Browser, content manager, my reports, publisher and report builder - just for overkill and still when they open the report via a browser, click on the gear and select My subscriptions - they get nothing - all options are disabled.
I am assuming that they get added in there somehow and I am just missing it.

The "My Subscriptions" option shows you all the subscriptions you have currently setup across all reports. If your users have not created any subscriptions you would expect this screen to be empty.
To create subscriptions they need to click on the ... button for the report and choose the subscribe option
Note that this option only appears if the report is setup appropriately to allow subscriptions. Typically this means that your data sources need to be setup with fixed credentials. You can't create a subscription for a report using windows credentials as the subscriptions run in a different security context from the user currently viewing the report.
If you can't see the Subscribe option, someone with content browser rights needs to go into the "Manage" option, then into "Subscriptions", then try and click on the "New Subscription" button at this point you should get an error message stating why subscriptions can't be created.
They are getting to the report via a link to the report server website. None of those options show on that page.

So if that other page is external to the Report Server Portal then there is not too much that we can do about that, it's a problem for the maintainer of the other page to deal with.
The menu option on the portal generates a link like the following, you could maybe add an extra "subscribe" link on your other page next to the link that opens each report to allow people to subscribe.

I am just getting this site can't be reached.
It is not external to the report server - the report server and the Power BI box are the same.

Oh so if this is all on the Report Server Portal then the only other explanation that I can think of is that your users might be trying to subscribe to PBIX reports. PBI Report Server (as of the May 2019 or earlier) does not currently support subscribing to Power BI (PBIX) reports. You can currently only subscribe to paginated reports.
