Reduce data

I'm on premise and have a billion row data set. Whilst loading import from desktop it crashing out at 10 million. My question is if I reduce the dataset in desktop on my local machine build the report then will the refresh work from the published report with full dataset.

you may consider using DirectQuery or Live Connection instead of Import

Or you can use two different databases; one with reduce data to develop on destop, and the other one with a full data that you can connect the report after deploying
