I have a user here with no scroll wheel on her mouse. When she tries to use a multi-select combo box parameter on IE11, and tries to use the scroll bars, the popup keeps closing on her. Works on other browsers.

I got this information internally:
This was a known issue from IE end and the patch released on October 10, 2017 update KB4040685 caused this issue. IE team has since then fixed the issue and Nov rollout (which came out on Nov 14th) will fix the issue for the customer.
Please check if your IE version hits the issue. Also please try to enable "Enable caret browsing for new windows and tabs" as suggested by one community here.

Which Power BI report server version do you run? How about try the October version? When you use the IE 11 browser to view this same report, does the same issue occur? Please let this user clear the IE cache and try again.
