Power BI Report Server Internet access to use Power BI Cloud?

During the configuration of Power BI Report server, I see that I can tie my PBRS installation to my Power BI services (Cloud).  My qusetion is, dose my PBRS on prem server need to have permanent inbound internet access in order to use this feature ?
