Project status based on Progress, Actual date and Finish date

Hello, I would like to ask for a help with creating a DAX measure. 

I need to define project status based on Progress (% number) and comparison between Actual date and Finish date. 

If progress is 100% and Actual date is before Finish date it should be marked as Completed.

1. Assuming [Actual Date] and [Finish Date] are measures;

Project Status = 
    IF(
        [Progress] = 1 && [Actual Date] < [Finish Date],
        "Completed",
        BLANK()
    )

2.  Assuming [Actual Date] and [Finish Date] are fileds;

Project Status = 
    IF(
        [Progress] = 1 && MAX(Table[Actual Date]) < MAX(Table[Finish Date]),
        "Completed",
        BLANK()
    )

 If this doesn't work, consider providing sample data and expected outputs that cover the question.
