See the working here - Open a blank query - Home - Advanced Editor - Remove everything from there and paste the below code to test

let
    Source = Table.FromRows(Json.Document(Binary.Decompress(Binary.FromText("i45WclTSUXJ0claK1YGwURlOQIaLqxtWtruHJ1Y2mOGMwXBBUgZie3n7gNmuMAVwhhuQ4ePrB2f7BwTC2UHBIXC2UmwsAA==", BinaryEncoding.Base64), Compression.Deflate)), let _t = ((type nullable text) meta [Serialized.Text = true]) in type table [Row1 = _t, Row2 = _t]),
    #"Replaced Value" = Table.ReplaceValue(Source,"",null,Replacer.ReplaceValue,{"Row2"}),
    #"Grouped Rows" = Table.Group(#"Replaced Value", {"Row1"}, {{"Temp", each _, type table [Row1=nullable text, Row2=nullable text]}}),
    #"Added Custom" = Table.AddColumn(#"Grouped Rows", "Custom", each Table.FillDown([Temp],{"Row2"})),
    #"Expanded Custom" = Table.ExpandTableColumn(#"Added Custom", "Custom", {"Row2"}, {"Row2"}),
    #"Removed Columns" = Table.RemoveColumns(#"Expanded Custom",{"Temp"})
in
    #"Removed Columns"

I would actually group by "Row 1" and "Row 2", add a custom column that is each [Row 1], and then expand the group and remove the old column.
