I'm trying to open excel workbook with table in Power BI. When i open it from local files i get 2 options - import or upload. I upload and workbook opens. But when i open the same workbook from onedrive i get only option - Connect and workbook is imported as dataset but i need it as workbook table ?

This scenario is not supported, that's why you don't see it in the UI.

Based on my test, in Power BI service, Get Data-> File-> OneDrive for Business to connect to Excel workbook via Connect button, the Excel workbook display in Power BI just like it would in Excel Online, not import a dataset. You can go through this article: Get data from Excel workbook files.
Please rename the workbook to a different name and try gain, then go to Workbook tab to see if the Excel file exists.

Yes i can do this if file stored local or OneDrive Business, but if it stored on OneDrive Personal this step is bypassed and workbook is imported without possibilitie to connect.

I can reproduce this issue when connect to OneDrive personal. I already sent a email to consult this issue from PG team internally. will update here once I get any information.
