We are currently looking at getting our On-Premise Data Gateway setup and need to whitelist all of the Microsoft Azure Datacenter IP list in their document. What does it mean when it says the IPs are updated weekly? Does this mean they change weekly or new ones are just added? We are curious as how this IP list can be maintained if it is always changing.

There is no official article stating that how the IP list is changed. In your scenario, you can consider to use PowerShell script to whitelist the IPs and schedule the Power BI Script, for more details about this process, please review the following blogs.
