Power BI REST API

Are Power BI REST APIs for adding rows to table and fetching the existing tables implemented ? Can anyone help me on this. Because when ever i try this i get a response as Bad request and says not implemented.

They are implemented - I have published a Java API package that uses them and have used the endpoints succesfully in projects.
