We are setting up an image bank in Sharepoint. We would like to add an ID column to our picture tags that could act as a lookup column for data stored in a power bi dataset. We are having trouble finding the best way to create a Sharepoint List from our Power BI Dataset in order to create the returning lookup column.

You can't use Power BI dataset data directly to Sharepoint.
Export your data from Power BI dataset, may be using export data on visual option and key it in excel format.
From excel, you can push your data to Sharepoint either directly or using Power Automate.
