Regarding the issue you raised, my solution is as follows:
1.First, based on your error message, we think it may be due to insufficient permissions, and you can try assigning roles to your service principal:
Azure - Creating Service Principal with Tenant Admin Permission - Stack Overflow
2.Second, you can check that you have the following enabled in the admin portal:
3.Next, check whether the security group to which your service principal belongs has the privilege of member or above:

4.Finally, check whether API Permission is enabled.
