Your issue in the formula is based on the part where you are making the comparision between two values:
300 < [Net Value] < 700
In DAX this is not acceptable, you need to redo your measure, also instead of making IF within IF you should use the SWITCH measure that evaluates an expression against a list of values and returns one of multiple possible result expressions.
Try to redo your formula in the following way:
Net Value Level = SWITCH ( TRUE (); [Net Value] < 100; "<100"; [Net Value] < 300; "<300"; [Net Value] > 300 && [Net Value] < 700; "700"; [Net Value] > 700 && [Net Value] < 1000; "1000"; ">1000" )
