If I create a workspace and give a colleague Admin permissions,
Can that person eventually publish reports in that workspace from Power BI Desktop?
If so, how can I do it?

yes, if you give him admin access he can publish to the workspace.

I have tried, but the workspace doesn't appear when I try to publish from Power BI Desktop. Could it be a configuration issue?
