If I create a workspace and give a colleague Admin permissions,
Can that person eventually publish reports in that workspace from Power BI Desktop?
If so, how can I do it?

yes, if you give him admin access he can publish to the workspace.

I have tried, but the workspace doesn't appear when I try to publish from Power BI Desktop. Could it be a configuration issue?

They are registered with their email, but the other person belongs to another organization. Although the settings are configured to allow external individuals to view reports, this might be affecting their ability to publish them?
