Weighted bar chart visualization

Is it possible to put a weight on bar charts? 

 

For example, my 100% stacked column chart currently looks like this.

I'd like it to look more like below.  The Blue has a max of 50%, and the red has a max of 50% on the chart.

You may create a measure that returns the percentage and use Stacked column chart instead.
